In a landmark Tuesday ruling, the Mississippi Environmental Quality Permit Board unanimously greenlit Elon Musk’s xAI to install 41 permanent methane gas turbines. These units, operated under the affiliate MZX Tech, are designed to fuel the power-hungry “Colossus 2” datacenter. The decision effectively replaces 27 unpermitted “temporary” turbines that had been drawing local ire for months.
The expansion is part of a broader strategy to solidify the Greater Memphis area as the “Gigafactory of Compute.” These turbines act as a private, behind-the-meter power plant, allowing Musk to bypass the multi-year wait times typically associated with public utility upgrades. This on-site generation is essential for training the next generation of Grok, xAI’s flagship artificial intelligence model.
However, the permit’s approval has ignited a firestorm among Southaven residents who describe the facility as a “jet engine” in their backyard. At the Jackson meeting, locals testified about persistent droning sounds that have disrupted sleep and daily life since last summer. Critics argue that the state’s decision to hold the meeting on an election day was a deliberate attempt to stifle public participation.
Environmental groups like the NAACP and Earthjustice have highlighted the grave health risks associated with the plant’s emissions. The turbines release fine particulate matter and formaldehyde, which are known to exacerbate asthma and respiratory illness in a region already struggling with poor air quality. The Southern Environmental Law Center (SELC) has criticized the state for a “rubber-stamp” process that prioritized industrial speed over human health.
As xAI integrates into SpaceX following a recent merger, the company is already eyes-deep in its next project: “Macrohardrr.” This third facility aims to push the regional compute capacity to a staggering 2 gigawatts, equivalent to powering 1.5 million homes. While state officials celebrate the $20 billion investment, the community remains locked in a legal battle to hold the tech giant accountable.
